At the Burlington International Airport,  Rep. Welch outlined legislation he is championing that provides full federal support for the state’s Short-Time Compensation (STC) program, which encourages agreements between businesses and employees to avoid layoffs. Welch is joined by Vermont workers, business leaders and a representative of the Vermont Department of Labor.
