Ken Quinn, Northeast Regional Director of United States Term Limits, talks with FOCUS Host Margaret Harrington about the petition to Vermont lawmakers to limit terms for representatives and senators in the US Congress. Article V of the US Constitution provides only two ways to propose amendments. Either two-thirds of both Houses of Congress can propose amendments or two-thirds of state legislatures can apply for a convention to propose the amendment.
