Governor Peter Shumlin: Child Savings Accounts 02/16/2016

Gov. Peter Shumlin, business, community, and education leaders make the case for state funding of a college savings account for every child born in Vermont. In his State of the State Address, the Governor proposed funding Child Savings Accounts (CSAs) by increasing Vermont’s mutual fund registration fee – which is currently the lowest in New England.

Vermont’s CSA program would establish a higher education savings account for every child born or adopted in Vermont. Each child will receive $250 at birth and low-income children will receive an additional $250, for a total of $500. Even this modest amount can greatly increase rates of college enrollment and graduation. Research shows that a savings account of just a few hundred dollars can increase by three times the likelihood that a low-income student will enroll in college and by four times the likelihood that they will graduate. The CSA program would cost approximately $2.25 million per year. To pay for it, the Governor has been soliciting private philanthropic donations. In July, the Governor accepted $25,000 donation from President and CEO of Subaru of New England Ernie Boch Jr.

Agency of Natural Resources presents The Act 64 Brown Bag Lecture Series: The Stormwater Permit Threshold "To Lower to 1/2-acre Impervious Surface?" 01/28/2016

The Clean Water Initiative Program for the Act 64 Brown Bag Lecture Series will be an intriguing presentation about managing stormwater impacts from new development. The Vermont Department of Environmental Conservation, through its Clean Water Initiative Program, will host a monthly lecture series online about steps to protect, maintain, enhance and restore our waterways. The Vermont Clean Water Act, also known as Act 64, was signed into law in June 2015 and created new opportunities for achieving clean water goals. The Act 64 Brown Bag Lecture Series provides Vermonters a chance to speak with agency scientists about the efforts underway to achieve clean water throughout Vermont. “Across state government, our staff have been actively developing new programs and permits to implement the Clean Water Act and reduce pollution and sediment from entering our waters,” said Alyssa Schuren, Commissioner, Department of Environmental Conservation (DEC). “I am pleased to share our progress with the public through this interactive lecture series.” “Vermonters care about clean water and how it enhances our lives. We also know clean water is important to our tourism and recreation economy,” says Kari Dolan, the Clean Water Initiative Program Manager. “This lunchtime lecture series lets us discuss how towns and cities, farmers and loggers, homeowners and businesses – all of us – can work together to safeguard our waters.”
